{"id":112,"date":"2017-04-01T17:00:47","date_gmt":"2017-04-01T17:00:47","guid":{"rendered":"http:\/\/sigai.acm.org\/aimatters\/blog\/?p=112"},"modified":"2017-04-14T12:48:41","modified_gmt":"2017-04-14T12:48:41","slug":"science-technology-policy-forum","status":"publish","type":"post","link":"http:\/\/sigai.acm.org\/aimatters\/blog\/2017\/04\/01\/science-technology-policy-forum\/","title":{"rendered":"Science &#038; Technology Policy Forum"},"content":{"rendered":"<p>In this post, I report on my attendance at an excellent Annual AAAS Forum \u00a0on Science &amp; Technology Policy held\u00a0on March 27<span style=\"font-size: 12px;\">th<\/span>\u00a0in Washington, DC.<\/p>\n<p>Very interesting presentations included ones on federal agency priorities by NIH Director Francis Collins and NSF Director France C\u00f3rdova. While most everyone at the Forum was worried about the coming administration\u2019s funding for R&amp;D, several exciting initiatives were discussed such as NSF\u2019s idea for \u201cHarnessing Data for 21st Century Science and Engineering\u201d and \u201cShaping the Human-Technology Frontier\u201d, of particular interest to SIGAI (see a <a href=\"http:\/\/www.sciencemag.org\/sites\/default\/files\/documents\/Big%20Ideas%20compiled.pdf\" target=\"_blank\">detailed description<\/a>). Likewise, NIH is embarking on their\u00a0<a href=\"https:\/\/www.nih.gov\/research-training\/allofus-research-program\" target=\"_blank\">\u201cAll of Us\u201d research program<\/a> aimed at extending precision medicine to all diseases.<\/p>\n<p>Back to the concern about government support for science &amp; technology funding, Matt Hourihan, who runs the R&amp;D Budget and Policy Program at AAAS, gave preliminary perspectives on the next federal budget&#8217;s impact on R&amp;D. See <a href=\"https:\/\/www.aaas.org\/blog\/member-spotlight\/matt-hourihan-ups-and-downs-us-science-budget\" target=\"_blank\">an interview<\/a> with Matt.<\/p>\n<p>He compared the responses by Congress in previous administrations; for example, bipartisan pushback on efforts to reduce NIH budgets. He also discussed the relative emphasis in administrations on applied vs. basic research funding in non-defense spending, and\u00a0the possibility of reducing applied funding in the next budget. Key slides and details from his presentation are <a href=\"https:\/\/www.aaas.org\/program\/rd-budget-and-policy-program\" target=\"_blank\">available<\/a>.<\/p>\n<p>Supporting articles, with great charts and major insights, are<br \/>\n<strong><a href=\"https:\/\/www.aaas.org\/news\/trump-administrations-science-budget-toughest-apollo\" target=\"_blank\">The Trump Administration&#8217;s Science Budget: Toughest Since Apollo?<\/a><br \/>\n<\/strong>\u201cIn fact, there\u2019s a strong argument to be made that the first Trump Administration budget is the toughest of the post-Apollo era for science and technology, even with substantial information gaps still to be filled in.\u201d<br \/>\n<strong><a href=\"https:\/\/www.aaas.org\/news\/first-trump-budget-proposes-massive-cuts-several-science-agencies\" target=\"_blank\">First Trump Budget Proposes Massive Cuts to Several Science Agencies<br \/>\n<\/a><\/strong>While still waiting for details, \u201cthe picture that\u00a0<em>does<\/em>\u00a0emerge so far is one of an Administration seeking to\u00a0<em>substantially<\/em>\u00a0scale back the size of the federal science and technology enterprise nearly across the board \u2013 in some cases, through agency-level cuts not seen in decades.\u201d<\/p>\n<p>One more highlight was the luncheon talk by Cori Bargmann, President of Science for the <a href=\"https:\/\/chanzuckerberg.com\/\" target=\"_blank\">Chan Zuckerberg Initiative<\/a>, on long-term funding for advancing human potential and promoting equal opportunity.<\/p>\n<p>Stay tuned as the R&amp;D budget evolves!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In this post, I report on my attendance at an excellent Annual AAAS Forum \u00a0on Science &amp; Technology Policy held\u00a0on March 27th\u00a0in Washington, DC.
