{"id":533,"date":"2019-12-02T16:38:27","date_gmt":"2019-12-02T16:38:27","guid":{"rendered":"http:\/\/sigai.acm.org\/aimatters\/blog\/?p=533"},"modified":"2019-12-02T16:38:27","modified_gmt":"2019-12-02T16:38:27","slug":"pcast-and-ai-plan","status":"publish","type":"post","link":"https:\/\/sigai.acm.org\/main\/2019\/12\/02\/pcast-and-ai-plan\/","title":{"rendered":"PCAST and AI Plan"},"content":{"rendered":"\n<p>Executive Order on The President\u2019s Council of\nAdvisors on Science and Technology (PCAST)<\/p>\n\n\n\n<p>President Trump issued an <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/executive-order-presidents-council-advisors-science-technology\/?et_rid=35075781&amp;et_cid=3050388\">executive\norder<\/a> on October 22 re-establishing the President\u2019s Council of Advisors on\nScience and Technology (PCAST), an advisory body that consists of science and\ntechnology leaders from the private and academic sectors. PCAST is to be\nchaired by Kelvin Droegemeier, director of the Office of Science and Technology\nPolicy, and Edward McGinnis, formerly with DOE, is to serve as the executive\ndirector. The majority of the 16 members are from key industry sectors. The\nexecutive order says that the council is expected to address \u201cstrengthening\nAmerican leadership in science and technology, building the Workforce of the\nFuture, and supporting foundational research and development across the\ncountry.\u201d For more information, see the Inside Education <a href=\"https:\/\/www.insidehighered.com\/news\/2019\/10\/24\/first-round-appointees-white-house-science-panel-heavy-industry?et_rid=35075781&amp;et_cid=3050388\">article<\/a>\nabout the first appointments. <\/p>\n\n\n\n<p>Schumer AI Plan<\/p>\n\n\n\n<p>Jeffrey Mervis has a <a href=\"https:\/\/www.sciencemag.org\/news\/2019\/11\/united-states-should-make-massive-investment-ai-top-senate-democrat-says\">November 11, 2019, article<\/a> in AAAS <em>News from Science<\/em> on a recommendation for the government to create a new agency funded with $100 billion over 5 years for basic AI research. \u201cSenator Charles Schumer (D\u2013NY) says the initiative would enable the United States to keep pace with China and Russia in a critical research arena and plug gaps in what U.S. companies are unwilling to finance.\u201d<\/p>\n\n\n\n<p>Schumer gave his ideas publicly\nin a speech in early November to senior national security and research\npolicymakers following a recent presidential executive order. \n\nHe wants to create a new national science tech\nfund&nbsp;looking into \u201cfundamental research related to AI and some other\ncutting-edge areas\u201d such as quantum computing, 5G networks, robotics,\ncybersecurity, and biotechnology. Funds would encourage research at U.S.\nuniversities, companies, and other federal agencies and support incubators for\nmoving research into commercial products.
